Registration of Overseas Mobile Phones in Pakistan: Legal Procedure and Advisory

All mobile devices brought into Pakistan from abroad must be registered with the Pakistan Telecommunication Authority (PTA) to ensure lawful use on local networks. This process is mandatory for overseas Pakistanis, foreign visitors, and individuals importing phones for personal or commercial use.

This document outlines the legal framework, registration process, and key considerations for activating overseas mobile phones in Pakistan.


1. Legal Framework

    Mobile device registration is governed by:

    • Pakistan Telecommunication (Re-organization) Act, 1996
    • PTA Device Identification Registration and Blocking System (DIRBS)
    • Customs and import regulations under FBR

    Unregistered devices are blocked from accessing Pakistani SIM networks after a grace period, unless cleared through DIRBS.


    2. Eligibility and Exemptions

      • Overseas Pakistanis: Eligible for one free registration per year under travel-linked exemption
      • Foreign Visitors: May use phones for up to 60 days without registration
      • Commercial Importers: Must register all devices via PTA’s Type Approval and IMEI registration systems
      • Diplomats and Government Officials: May apply for special exemptions through designated channels

      3. Registration Process for Personal Use

        Step 1: Access DIRBS Portal

        • Visit PTA DIRBS Portal
        • Select “Device Registration” and log in using:
          • Passport or CNIC/NICOP
          • Valid email and mobile number

        Step 2: Submit IMEI Details

        • Dial *#06# on the device to retrieve IMEI
        • Enter IMEI(s) into the portal
        • Upload travel documents (boarding pass, visa, passport) if claiming exemption

        Step 3: Payment (if applicable)

        • If exemption is not applicable, PTA will assess applicable customs duties and taxes
        • Pay via online banking, mobile wallet, or designated bank branches
        • Payment confirmation is required for device clearance

        Step 4: Confirmation and Activation

        • Upon approval, the device is whitelisted
        • SMS confirmation is sent to the registered mobile number
        • Device becomes eligible for use on all Pakistani networks

        Advisory Notes

          • Register devices within 60 days of arrival to avoid blocking
          • Dual-SIM phones require registration of both IMEIs
          • PTA may reject devices with tampered or duplicate IMEIs
          • Retain all receipts and confirmation messages for future reference
          • Commercial importers must follow separate Type Approval protocols via PTA.
